ACHRS - Summary of the Report issued by the Amman Center for Human Rights Studies
The Amman Center for Human Rights Studies [ACHRS] has issued a report entitled: “Comments on the elections of the 15th Jordanian House of Representatives.” The report consists of 18 pages. It discusses the electoral law and the election regulations enforced in the Hashemite kingdom of Jordan. The report tries to analyze or conclude the impact of each of the measures applied in the electoral process on the results of the elections. It bases its analysis on the international criteria concerning election watch and the phases of the election process, starting from the legal environment in which the elections are held, the preparation of the lists of voters, determining the electoral constituencies and the number of seats in these constituencies, nomination for elections, the quota for women and minorities, how the mass media was handling the elections, particularly the government mass media, and ending with the mechanisms of watching the elections, and the appeals filed against excesses and violations.
The report of the Amman Center for Human Rights Studies [ACHRS] avoided discussion of subjects as the polling, vote counting, and the declaration of results in the electoral constituencies because government measures and the interior ministry supervising these elections did not allow the ACHRS monitors and their colleagues of the remaining civil society organizations to freely monitor the elections. This meant that the elections were not held in transparency and clarity and this made it difficult to judge the fairness of these elections.
